Wholesale Cotton Fabric from Pakistan: What US Buyers Need to Know

10 March 2026 · Meridian Textiles

A practical guide for US fabric importers sourcing wholesale cotton fabric from Pakistan — covering categories, HTS codes, OEKO-TEX requirements, freight options, and packing standards.

Pakistan ranks among the world's largest producers of cotton yarn and woven fabrics, with the Faisalabad and Lahore textile clusters operating integrated spinning, weaving, dyeing, and finishing facilities that export billions of dollars in fabric annually. For US fabric importers — whether supplying cut-and-sew operations in Central America, domestic manufacturers, or fulfilment for made-to-order businesses — Pakistan offers a broad range of cotton constructions at competitive prices.

This guide covers the practical information a US fabric buyer needs before placing a first order: what product categories are available, how to verify chemical safety compliance for US retail, how fabric is packed and shipped, and which Customs HTS codes apply.

Cotton Fabric Categories Available from Pakistan

Pakistan's weaving and knitting sector produces a wide range of constructions. The most relevant for US importers include:

Woven Cotton Fabrics

Cotton Poplin (Plain Weave, 60-120 GSM): A tightly woven plain weave with a fine cross-rib effect. Widely used in shirting, blouses, and light institutional apparel. Available in yarn counts from 40s to 80s, in RFD (ready for dyeing), yarn-dyed, and printed variants. See cotton poplin shirting for current specifications.

Cotton Twill (including Poly-Cotton Twill): Diagonal weave constructions in 200–320 GSM range used in workwear, chinos, and utility garments. Polycotton blends (65/35 or 80/20 cotton/polyester) are common for institutional and workwear end-uses. See poly-cotton twill workwear fabric.

Denim Fabric: Pakistan is a significant denim producer, with rigid and stretch variants available from 8oz to 14oz per square yard. Faisalabad and surrounding districts host multiple denim mills with modern air-jet and rapier looms.

Knit Cotton Fabrics

Single Jersey (140–180 GSM): The foundational T-shirt fabric. Pakistan produces substantial volumes of combed ring-spun single jersey for export. Single jersey 160 GSM combed is among the most exported fabric constructions from Pakistan.

French Terry (280–350 GSM): Loop-back construction used in sweatshirts, hoodies, and lounge wear. Available in 100% cotton and CVC blends. See French terry 300 GSM.

Fleece and Interlock: Available from mills with circular knitting and brushing/raising capability.

OEKO-TEX Requirements for US Retail

US retailers with sustainability commitments — and particularly brands selling into mass retail channels — increasingly require OEKO-TEX Standard 100 certification on fabric purchases. This certification verifies that the fabric has been tested for harmful substances including formaldehyde, pH deviation, heavy metals, pesticide residues, and azo dyes.

For Pakistan-origin cotton fabric, OEKO-TEX certification is available from a significant number of mills. When requesting quotations, buyers should ask for:

  1. The OEKO-TEX certificate number and product class
  2. The expiry date (certificates are valid for one year and must be renewed)
  3. Verification via the OEKO-TEX public database at oeko-tex.com/certificate — this database is publicly searchable and certificate authenticity can be confirmed in minutes

Product Class I certification (suitable for baby products) carries the most stringent limits and commands a small price premium. Product Class II is standard for apparel fabrics. Most US retail buyers require Class II as a minimum.

GOTS (Global Organic Textile Standard) certification is available from Pakistani mills that process certified organic cotton — relevant for US buyers supplying organic apparel brands or specialty retailers.

HTS Codes for US Customs

Correct HTS classification determines your import duty rate and drives CBP compliance. Key codes for cotton fabric imports from Pakistan:

| HTS Code | Description | MFN Duty Rate | |---|---|---| | 5208.21.6000 | Woven cotton, plain weave, ≤100g/m², bleached, ≥85% cotton | 7.8% | | 5208.31.2000 | Woven cotton, plain weave, ≤100g/m², dyed, ≥85% cotton | 8.4% | | 5209.31.6000 | Woven cotton, plain weave, >200g/m², dyed, ≥85% cotton | 8.6% | | 5209.42.0000 | Woven cotton, denim fabric, ≥85% cotton | 8.4% | | 6006.10.0000 | Knitted/crocheted fabrics, cotton, unbleached | 10.8% | | 6006.22.0000 | Knitted/crocheted fabrics, cotton, dyed | 10.8% |

Note: These rates represent MFN duties applicable to Pakistan-origin goods. Your customs broker should confirm the specific 10-digit HTS subheading for your exact construction and weight, as classification can affect duty rate.

Freight Options: LCL vs FCL

For US fabric importers, the choice between Less than Container Load (LCL) and Full Container Load (FCL) is primarily a volume and cost question.

LCL (Less than Container Load)

Appropriate for shipments below approximately 12–15 CBM. Fabric is palletised and consolidated with other shippers' cargo. Transit time is typically 3–7 days longer than FCL due to consolidation and deconsolidation handling. Freight is charged per CBM plus a handling fee. LCL is cost-effective for trial orders and for buyers who do not yet have the volume to fill a container.

FCL (Full Container Load)

A 20-foot container holds approximately 25–27 CBM of fabric (rolls stacked horizontally). A 40-foot container holds approximately 55–60 CBM. For buyers ordering above ~3,000–4,000 metres in a shipment, FCL freight typically offers a lower per-metre cost than LCL once handling charges are factored in.

Pakistan to US West Coast (Los Angeles/Long Beach) sea transit: approximately 20–25 days. Pakistan to US East Coast (New York/Newark): approximately 24–28 days.

Packing Standards: Rolls vs Bolts

How fabric is packed affects both freight cost and receiving efficiency at your warehouse or cut-and-sew facility.

Rolls (tubular): Standard for most woven fabrics. Roll lengths of 80–120 metres are typical, though buyers can specify shorter rolls (minimum 50 metres) for sampling or small production runs. Rolls are packed in polythene sleeves and stacked on pallets, with each roll labelled with fabric reference, colour, lot number, width, and meterage.

Bolt packing: Used for some shirting and lighter wovens intended for retail display or hand-cutting operations. Bolts are typically 10–20 metres.

Tubular knits: Single jersey and interlock are shipped in tubular form, rolled on cardboard cores, in lengths of 20–40 kg per roll. Open-width knit is available on request and is preferable for automated spreading equipment.

Each packing list should specify: roll number, fabric reference, colour/lot, width in cm, gross weight, net weight, and meterage per roll. This is required for accurate Customs entry and for lot tracking during production.

Placing a Trial Order

For US fabric importers new to Pakistan sourcing, a trial of two to three fabric references — a woven shirting, a knit jersey, and a twill — provides enough breadth to evaluate quality, documentation, and logistics handling. Minimum order quantities for fabric typically start at 500–1,000 metres per colour per construction at most Pakistani mills.
